Hal kedua, lanjutnya, Indonesia membutuhkan dana besar untuk menyewa ahli pengacara internasional. Hal inilah yang akan dimanfaatkan Malaysia.

“Kedua, Indonesia mungkin tidak memiliki dana yang memadai untuk menyewa para pengacara internasional yang mahal. Tanpa pengacara yang mahal Malaysia berharap argumentasi yang dilakukan oleh Indonesia lemah atau banyak kelemahan,” sambung Hikmahanto.

Dia menambahkan Malaysia juga melihat kelemahan Indonesia dalam hal koordinasi antarlembaga pemerintah, sehingga Negeri Jiran itu akan banyak mengambil manfaat.

“Ketiga, lemahnya koordinasi antar instansi. Pemerintah Malaysia akan mengambil banyak manfaat atas kelemahan ini,” jelasnya.

Terakhir, lanjutnya, Indonesia terkesan tidak mengurusi pulau-pulau terluar. Padahal pulau-pulau itu memiliki arti strategis untuk dijadikan titik terluar dalam penentuan batas laut.

“Kondisi ini akan dimanfaatkan oleh Malaysia untuk mengarugmentasikan bahwa Indonesia telah melepas klaimnya atas pulau-pulau tersebut. Akibatnya sejumlah pulau terluar tidak dapat dijadikan titik terluar dalam penentuan batas,” imbuhnya.
